ReplyDeleteThe first point in the one from Andrew Wortman is not true - some of that funding can certainly be rescinded if it hasn't been spent yet, and a lot of it wouldn't have been spent yet. Congress can always rescind unobligated (unused) funds from an agency. Now, that would take the Ds agreeing to it, which they won't, so it's highly unlikely it's going anywhere without R majorities in Congress and an R president, but it certainly capable of being pulled back.
