The last one describes what we have here in Canada and many other social democracies in the world. We have universal health care as soon as the child is born, paid parents leave for 6 months after the birth of their child and even day care at $10/day to allow both parents to work. Also monthly allowances un to $3000/year and more.
If you want to save money to pay for college and university fees in the future we have a government saving plan called the REE (Rigistered Educaion Saving) which is free of any income taxes. You can register to this plan at birth and the government will even put some money to help you at around 30% of your deposits.
Must also say that the university fees are paid by 82% by our governements and students fees are at 18% which is around $6000 per year.
That is what a social democracy is for, to help ALL its citizens to have a good life and help them to improve it too.
