In the two first pics it was a gadget invented by that man (I don't remember his name) in Holiwood to mesure perfection in beauty factor for women. This was used for some years back in the beginning of the 20th century.
Not sure but this man's name is the famous Max Factor or another name in beauty products.
I did some reshearch and it's Max Factor 1933 «machine» to discover the essence of women's beauty. Max Factor analyzes a woman’s face in 1933. Via ModernMechanix.com.
